本文对科尔奈和萨克斯教授认为过渡就是从社会主义向资本主义转变、过渡成功必须以宪政规则转轨为标志的观点提出了批评。文章认为,应坚持过渡是指从计划经济到市场经济的基本规定。因为它深刻地概括了过渡或转轨的中心内容,又广泛地包容了社会主义国家改革的各种模式和道路。中国社会主义市场经济体制的探索是人类制度多样性实践中的一个代表。中国经济改革在新世纪的发展走向是在坚持社会主义基本制度的基础上,最终完成用市场机制对原有的计划机制的置换任务。如果基本达到这一目标,就意味着中国特色的过渡之路顺利结束,中国将进入一个新的历史发展阶段。
In this article, Professor Kornai and Sachs think that the transition is from socialism to capitalism, and the successful transition must be criticized by the viewpoint of the constitutional rule transition. The article believes that the transition should be insisted that from the planned economy to the basic requirements of a market economy. Because it profoundly summarizes the central contents of the transition or transition and extensively embraces the various modes and paths of socialist country reform. The exploration of China’s socialist market economic system is a representative of the diversity of human systems. The development of China’s economic reform in the new century is based on the adherence to the basic socialist system and finally the replacement of the original planning mechanism with the market mechanism. If this goal is basically reached, it means that the road of transition with Chinese characteristics will be completed smoothly and China will enter a new stage of historical development.
