安排好2002年的财政预算,对于顺利实现“十五”计划,保持我省国民经济持续、健康发展,促进我省经济结构调整和社会全面进步,具有十分重要的意义。一、编制2002年预算的指导思想去年,我省财政收入在重大减收因素的影响下,仍实现了预定增长。2002年,我省经济仍会保持略高于全国增长速度,这将为我省财政改革和发展提供坚实的基础,全省的财政收入形势会比2001年好。
