为了了解“库贷挂钩”执行情况及存在的问题,我们对松花江地区农行和粮食企业进行了调查测算,结论是:“库贷挂钩”是强化粮食企业信贷管理的有效办法,是加强粮食企业信贷监督的有效措施。其目的性强——确保政策性资金封闭运行;操作具体——具有完整系统的指标体系和测算标准。“库贷挂钩”能全面反映企业经营状况。通过挂钩比例测算,企业可以对号入座,找到自己的位置,看到自己的问题,敦促企业提高加强经营管理的紧迫感和责任感。“库贷挂钩”规范了基层信贷人员的业务操作,为岗位练兵提供了基础教材。它明确告诉基层人员应该具体管什么和怎么管。执行“库贷挂钩”的过程,也是推动基层岗位练兵,提高业务素质的过程。在调查测算过程中,看清了影响库贷比例的主要因素,也发现了一些政策性和操作技术的间题。1、历年累计亏损挂帐额度大,持续上升,是影响测算比例水平的主要原因之一。以双城粮食企业为例,亏损挂帐高达6294万元,其中,明挂3111万元,暗挂3183万元。
