用改革的精神、思路、办法来改善宏观调控,寓改革于调控之中,使调控结合于、服务于改革任务的实施,充分体现改革的精神,将制度创新贯穿于调控之中2014年中央经济工作会议指出,要坚持稳中求进的工作总基调,把改革创新贯穿于经济社会发展各个领域、各个环节,保持宏观经济政策连续性和稳定性,继续实施积极的财政政策和稳健的货币政策。笔者认为,相关的政策要领中,值得特别关注和深入领会之处,包括三大方面。
