现年48年岁的张副市长是北京人,中、小学就读于北师大附中、附小。1961年考入清华大学电机系,1968年毕业,其中1964年在北京市延庆县参加了四清工作。大学毕业后被分配到煤炭部抚顺安全仪器厂工作。在工厂里,他从当一名普遍工人开始,逐步成长为一名技术员工程师,先后被评为厂里的劳动模范、抚顺矿务局的特等劳动模范、辽宁省劳动模范。1978年他主持研制的两个产品获得了省级科技进步三等奖。1980年他被调到煤炭部从事产品技术引进工作。1985年又调任郑州市煤矿机械厂任厂长。这个厂当时很乱,仅每天上班迟到者就达500多人。他进厂后狠抓了人和、效益和管理以及新产品开发,结果几个月后厂里面貌大变,很快该厂就成为郑州市的先进企业。1987年6月,他当选为郑州市副市长,主管工业至今。我们早就听说,张副市长领导有方,对经济改革和发展很有见地,所以,向他请教对当前进一步改革和发展的看法。下面就是他的谈话。
The 48-year-old vice mayor of Beijing is from Beijing. Primary and secondary schools attend the middle school and secondary schools of Beijing Normal University. In 1961, he was admitted to the Department of Electrical Engineering of Tsinghua University and graduated in 1968. In 1964, he participated in the work of Siqing in Yanqing County, Beijing. After graduating from university, he was assigned to the Fushun Safety Instrument Factory of the Ministry of Coal. In the factory, he began as a general worker and gradually grew into a technician engineer. He was successively named as a labor model in the factory, a model worker in the Fushun Mining Bureau, and a labor model in Liaoning Province. In 1978, he led the development of two products won the third prize of provincial science and technology progress. In 1980, he was transferred to the Ministry of Coal for the introduction of product technology. In 1985, he was transferred to Zhengzhou Coal Mine Machinery Plant as director. The factory was very chaotic at that time, and only late arrivals reached more than 500 people each day. After he entered the factory, he paid close attention to people, benefits, and management, as well as new product development. As a result, the appearance of the factory changed greatly after several months. Soon the plant became an advanced enterprise in Zhengzhou City. In June 1987, he was elected vice mayor of Zhengzhou and he has been in charge of industry so far. We have long heard that Deputy Mayor Zhang is well-led and has great insights into economic reforms and development. Therefore, he consults him on the current views of further reforms and development. Here’s his conversation.
