综述国内外关于高技术园区评价的指标体系与方法,通过建立包括空间规模、经济实力、人才实力和开发效益等四组因素、13个指标的中国高技术园区评价指标体系,应用因子分析方法,对52个国家级高新技术开发区1989~1994年(历年)进行了发展现状与增长评价,同时采用定性与定量相结合的方法,分别对30个省、市、区科技发展综合实力和52个高新区发展条件进行了评价。通过分析认为:北京、上海、沈阳、天津、武汉、西安、石家庄7个高新区是今后中国高新技术区发展扶持的重点区;天津、吉林、西安、郑州国家可视经济实力给予适当支持;建议将包头、珠海、保定、鞍山、无锡、南昌、株洲、佛山、桂林、南宁、厦门、海南、绵阳、宝鸡、乌鲁木齐等15个国家级高新区,降为省级高新技术开发区。
This paper summarizes the index system and method of high tech park evaluation both at home and abroad. Through the establishment of evaluation index system of China Hi-Tech Park with four factors including space scale, economic strength, talent strength and development benefit, and using factor analysis method, The development status and growth evaluation of 52 state-level hi-tech development zones from 1989 to 1994 (calendar years) were carried out. At the same time, qualitative and quantitative methods were used to analyze the comprehensive strength of science and technology development in 30 provinces, cities and districts and 52 High-tech Zone development conditions were evaluated. Through the analysis, it is concluded that seven high-tech zones in Beijing, Shanghai, Shenyang, Tianjin, Wuhan, Xi’an and Shijiazhuang will be the key areas for the development of China’s high-tech zone in the future; the country’s visible economic strength in Tianjin, Jilin, Xi’an and Zhengzhou will be appropriately supported; 15 state-level high-tech zones such as Baotou, Zhuhai, Baoding, Anshan, Wuxi, Nanchang, Zhuzhou, Foshan, Guilin, Nanning, Xiamen, Hainan, Mianyang, Baoji and Urumqi will be reduced to provincial high-tech development zones.
