社会发展中,政府信用十分重要,离开了政府信用,其他所有信用形式都难以自立与持久。由于种种复杂的原因,我国地方政府信用存在下降趋势。信用政府的建设并非一朝一夕之功,但建设一个公众高度信任、具有高度信用的政府既是必须的,也是可行的。只有把德治的主动性和自觉性与法治的权威性和强制性结合起来,把握好意识形态的运作策略,才能建设比较完善的地方政府信用管理体制。
In social development, government credit is very important, leaving the government credit, all other forms of credit are difficult to self-sustaining and lasting. Due to various complicated reasons, the credit of local government in our country has a downward trend. Building a credit government is not an overnight success, but building a highly trustworthy and highly credit government is both necessary and feasible. Only by combining the initiative and awareness of the rule of morality with the authority and compulsion of the rule of law and by mastering the operational strategy of ideology can we establish a comparatively perfect credit management system for local governments.
