铁路网规划是铁路发展的关键,其科学性、合理性与否直接影响铁路的投资效率,而且关系到国家地区的经济发展。另一方面,由于其涉及因素多,数据和信息量大,影响环节多,规划过程十分复杂,随着路网规模增大,仅仅凭专家的经验已愈来愈力不从心。近年来,随着计算机技术、优化理论和方法的广泛应用,以及运输规划理论的纵深发展,采用以计算机为基本手段的系统科学、运筹学、运输规划理论和专家经验相结合的铁路网规划决策支持系统的开发已成为可能。铁道部领导、计划司和经规院专家对此项目的研究十分重视,并正逐步予以实现,以期形成一套实用性强的软件系统,辅助对全国铁路网近期和远期的规划工作,提高科学化决策水平。
