建国以来,我国煤炭管理体制改革已经进行了五次大规模调整,调整节奏之频繁足见我国煤炭管理体制存在较多问题。由于政策落实等方面的原因,虽然历经五次调整,但是改革在实际运行中并没有完全达到预期。本文在查阅大量的文献资料的基础上,对我国现行煤炭管理体制的特点及问题进行归纳与总结,力争对我国煤炭管理体制进一步改革提出建设性意见。
Since the founding of the People’s Republic of China, the coal management system reform in our country has undergone five large-scale adjustments. The frequent adjustment of the rhythm shows that there are many problems in the coal management system in our country. Due to the policy implementation and other reasons, although the five adjustments have taken place, the reform did not fully meet the expectations in actual operation. Based on a large amount of documents and references, this article summarizes the characteristics and problems of the existing coal management system in our country and tries to put forward constructive suggestions on the further reform of China’s coal management system.
