日前,《人民法治》杂志社收到贵州省织金县三塘镇前锋村开田自然村村民的集体投诉,反映三塘镇政府以农林开发、土地流转为幌子,官商勾结,坑害投资商和农民,盗采国家煤炭资源。村民们称,地方政府以执法为名,两次拘留或留置阻止非法外运煤炭的村民约40多人次,毁坏村民自建屋棚200余间,损毁山林、耕地400余亩,造成外地投资商数千万元投资款无法追回。为此,记者到贵州省织金县采访。
