新中国成立后,中央政府逐渐确立了“慎重稳进”方针在处理民族问题中的重要地位。“慎重稳进”方针同样也适用于西藏问题的解决。在解决西藏问题的过程中,“慎重稳进”方针发挥了重要作用。习仲勋作为中共中央西北局主要负责人,也参与了这一方针的贯彻落实。在护送班禅返藏前后,习仲勋对“慎重稳进”方针进行了详细的阐发。伪“人民会议”骚乱平息之后,西藏工委将习仲勋关于“慎重稳进”方针的谈话要点印发至西藏各地,从而使这一方针在西藏逐渐得以运用,对新中国解决西藏问题做出了巨大贡献。
