首要的是必须正确看待离任村干部。从总体来看,在离任村干部中,除极少数村干部因工作方式简单、自身素质不高落选外,多数人的基本素质是好的。他们虽然离任了,但在以往的工作中,作为贯彻党的农村政策的执行者和实践者,始终战斗在生产第一线,上边千条线,底下一根针,付出了一定的心血和汗水,为农村的经济发展和社会稳定做出了贡献。党组织决不能因为他们不在岗位了,就使他们受到冷落,感到寒心。总结以往的经验教训、有不少上访事件是由于对离任村干部问题处理不够妥当引发的。一些村干部离任后,产生了强烈的失落感,而一些基层党组织的关心帮助没有跟上,心里难以平衡,有的甚至成为村里的“刺儿头”和不稳定因素。因此区委要求各镇党委对离任干部要在政治上关心,生活上帮助,决不能搞人走茶凉。要坚信这些村干部虽然离任了,但他们都接受过党和政府的教育,有一定觉悟和能力,熟悉党的农村方针政策,
