为了解决当前棉花收购工作中凭证多、手续繁、漏洞大的问题,我们在1983年对棉花收购中的凭证和单据进行了改革。将原来的十余种凭证、单据,简化为一证一单,即“棉花入库证”和“籽、皮棉收购结算单(代收款收据)”。“棉花入库证”是由原来的售棉证、挂号单、籽棉检样单、皮棉检样单、籽棉检验入库单、皮棉检验入库单、约日轮售通知单等七种凭证合并简化而成。现用20页订成一本(各地可根据具体需要而定),收购单位事先在“棉花入库证”的每一页上填好约时售棉日期、队名、户主姓名及代号(以生产队为单位编号便于结算预购定金和赋棉帐);然后按每本的起止号码分户登记,发给棉农保管使用,棉农出售一笔棉花使用一张“棉花入库证”。以往收购一笔棉花,从入场挂号到棉花过磅,需要更换四种凭证,工作人员要在不同的凭证上重复填写日期、队名、姓名等项目。使用“棉花入库证”后,收棉、挂号、验样、棉检、过磅等工序的工作人员,只要在上面指定拦内填写就行了。
