随着经济社会的迅速发展,洪涝灾害对经济社会的威胁越来越大。该文探讨三明市区防洪非工程措施建设,通过完善预报预警设施、建立联防联动体系、优化水库调度、应用大数据+网络等措施积极应对灾害,以最大程度减轻洪灾损失,确保城市防洪安全。
