探究“消费问题”,必须与“积累”驳系起来。在“治理经济环境、整顿经济秩序”的形势下再作思考:积累,消费比例关系的确定取决于社会经济发展的客观需要和国民经济的实际承受能力。基于当前“治理整顿”的需要,考虑建国40年来过份看重积累、消费之间的比例关系而忽视其内部比例关系及积累、消费政策效应欠佳的实况,作者运用大量资料进行实证分析,提出:我们应迅速跳出空谈积累、消费比例关系的“怪圈”,合理调整各自的内部比(?),加强对消费政策的正确导向。
To explore “the issue of consumption” must be disbanded with “accumulation”. Under the circumstance of “governing the economic environment and rectifying the economic order”, the determination of the proportion of accumulation and consumption depends on the objective needs of social and economic development and on the actual affordability of the national economy. Based on the current need for “rectification and management”, considering the over-emphasis on the ratio between accumulation and consumption over the past 40 years since the founding of the People’s Republic of China and neglecting the internal relations of proportionality and accumulation, and the ineffectiveness of the consumption policy, the author uses a large amount of data for the empirical analysis and puts forward : We should promptly jump out of the “strange circle” of the relationship between accumulation and consumption proportion, reasonably adjust their internal ratios (?), And enhance the correct orientation of the consumption policy.
