合作医疗的建设是农村卫生工作的重要组成部分,要明确农民负担的卫生统筹费应大部分用于合作医疗。除此之外,还要坚持民办公助、自愿、适度的原则,以农民个人投入为主,集体扶持,政府支持。还可动员先富起来的个体私营者捐助等办法筹集资金来稳定网络,增强综合能力。 合作医疗能否常盛不衰,完善和稳固机制至关重要,应从以下几方面考虑:
The construction of cooperative medical care is an important part of rural health work. The sanitation co-ordination fees that specify the peasant burden should be used mostly for cooperative medical treatment. In addition, we must also adhere to the principle of helping the people, voluntarily, and moderately, and rely mainly on personal input from farmers, collective support, and government support. It is also possible to mobilize individuals and private individuals who have become rich in advance to raise funds to stabilize the network and enhance their overall capabilities.
