文章指出,政策选择失当和投资过度倾斜导致了沿海与内地之间经济发展的巨大落差,加剧了东西部之间的摩擦和冲突,市场封锁日趋严重。为了使我国的国民经济走上均衡、稳定发展的道路,本文提出了在西南五省区贫困地带建立综合实验区的总体构想。其基本模式为:以吸引中资为主导,外资为辅导,以交通通道为纽带,建立资源开发型的条带经济联盟与流域经济联盟相结合的综合性实验区。
The article points out that inappropriate policy choices and over-investment have led to a huge gap in economic development between the coast and the hinterland, exacerbated the friction and clashes between the east and the west, and the market blockade has become increasingly serious. In order to make our country’s national economy embark on a road of balanced and stable development, this paper presents the general idea of establishing a comprehensive experimental zone in the poverty-stricken areas in the five provinces and autonomous regions of Southwest China. The basic model is: to attract Chinese capital-led, foreign-funded counseling to the traffic channel as a link, the establishment of resource-based development of the strip economic alliance with the basin economic alliance integrated experimental area.
