这次政府机构改革是继70年代的农村改革,80年代的城市改革以来又一重大举措。其核心是调整权力重心,对权力的来源、配置、运用作出新的符合社会主义市场经济发展方向的合理规范。这必然要涉及到既定利益集团的“权”与“利”的分解和调整,如果不加以妥善引导和控制,很难保证社会的安定和团结。因此,合理分流人员成为地方政府机构改革中的最大难题,对此也需攻坚。
The reform of government agencies is another major move since the rural reforms in the 1970s and urban reforms in the 1980s. Its core is to adjust the center of gravity of power and to make new sources of authority, allocation and application of reasonable standards that are in line with the direction of the development of the socialist market economy. This necessarily involves the dismantling and adjustment of the “rights” and “benefits” of the vested interest groups. If not properly guided and controlled, it will be very difficult to guarantee social stability and unity. Therefore, the rational diversion of personnel has become the biggest challenge in the reform of local government agencies, which also needs tackling hardships.
