福建省泉州市把简政放权作为深化行政审批制度改革的一项重要举措,对市级各部门所行使的行政许可、非行政许可审批、行政确认等行政审批事权进行清理,按照“权责一致、重心下移、减少层次、能放则放”的原则,分三批共向县级下放238项行政审批事权。市级所有下放(包括服务前移)的行政审批事权都要进驻各县市、区行政服务中心,并对外提供“一站式”服务。泉州市下辖各县(市、区)认真做好市级行政审批事权下放的承接工作,进一步再造流程,压缩审批时限、精简审批环节、减少申报材料,并以中心镇为突破口,重心下移,扩大镇级管理权限,充实镇级审批职能,共向中心镇下放330项行政审批事
