山东省电信公司于2002年7月份开始筹备;10月份完成工商注册登记;2003年4月29日正式挂牌成立。新组建的山东电信拥有省内70%的国家长途光纤资源,主要经营国内、国际各类电信网络与设施(含本地无线环路)以及基于电信网络的语首、数据、图像、互联网等电信基础业务及增值业务。到2004年底,一年多时间全省电信建立了省市县三级管理体制,总资产近20亿元,81%以上的员工具有本科以上学历,平均年龄31.8岁。 山东电信成立后,始终以推进我省国民经济和社会信息化发展为己任,以“打造新型电信运营企业”为目标,采用最新的组网思想和技术,高标准、高起点地推进网络设施建设,建成了“快速响应客户需求、有效支撑信息化发展”的一体化全光信息网络,并与中国电信全国网融为一体,恢复了中国电信在我省的通信能力。目前,传输网、交换网、数据网已覆盖全省,建成了17市城域网和本地传输网;智能网、同步网、DCN网、电视电话会议、计费等支撑网和系统均已投入运营,向社会全面提供集语音、数据、多媒体等于一体的信息化服务,各类用尸近百万。短短一年内,山东电信走出了一条超常规、跨越式的发展之路,缩短了以往电信运营商十几年、几十年的发展历程,被业界称之为“山东电信现象”。
