查一九五二年十一月在省府工业厅召开之全省第三次市、专、重点县工矿科长会议七,各地与会同志皆纷纷提出各专、县工商行政机构极不健全,工作难以开展;各地经常抽调工商干部作中心工作,加运城专署工商科长一年中只作了三个月的本系统工作,其余时间皆作了中心工作;更有个别领导人根本对工商工作不重视,如××市长在扩干会上说:「抽垮工矿科,加强财委会」:以致各地工商科经常无人,工作报告及表报等均不能按时完成,如榆次专署一九五二年应报之一、二两季表报至年底尚未报来。三反后各地工作报告除太原市外,亦皆很少报来,有些县的工商科因为作中心工作,甚至长时期关门,形成停顿状态。
