在性别伦理的视域中,生育性别选择实质上是性别歧视与暴力,是一定性别文化支配下的选择结果,受到社会性别文化观念、制度安排、道德冷漠的多重影响。应结合当代性别伦理文化建设,采取平等、差异、关怀的性别伦理路径,通过推进社会性别意识主流化,加强性别教育,促进妇女赋权,增强妇女儿童发展事业的文化支撑力,建设现代生育伦理,推进关爱女孩行动等举措来规制生育性别选择,构建合理生育伦理秩序,将人口与计划生育政策真正落实为利国富民安天下的“惠民工程”。
