运用深度访谈和问卷调查的方式分析了木业企业对欧盟木材法案的认知和能力建设培训需求。研究发现企业对法案的认知度低,获取法案信息的渠道以网络、客户为主,企业认可法案打击非法采伐的目的,但也认为其是新的贸易壁垒,对自身负面影响较小,对中国林产工业影响略大。企业存在客观培训需求,比较关注实务操作内容,最青睐专家和高管作为培训师。提出了鼓励企业参与培训,培训内容注重实务操作,培训方法选取参与式,组建专家、高管构成的培训师团队等建议。
Using the methods of in-depth interviews and questionnaires, this paper analyzes the training needs of wood enterprises in cognition and capacity-building of the EU Timber Act. The study found that enterprises have low awareness of the act, the channels for obtaining bill information mainly include the network and customers, and enterprises recognize the purpose of cracking down illegal logging but also consider it as a new trade barrier with less negative impact on themselves. China’s forestry industry slightly affected. There are objective training needs of enterprises, more concerned about the practical operation of the content, the most experts and executives as trainers. Proposed to encourage enterprises to participate in training, training focused on practical operation, training methods to select participants, the formation of experts, senior management team consisting of trainers recommendations.
