十六届三中全会过后,一些省市自治区迅速出台政策、规划,结合地方实际落实全会精神。从本刊记者的采访中可以看到,各个地区的新政策有两个鲜明的特点,一是经济发展越来越重视市场导向。各个地区在激活民营经济,消除体制性障碍,确定主导产业时,部尽量考虑到市场因素;二是全面的发展观、以人为本的发展观更为突出。经济进步是手段,社会发展是目标,得到越来越充分的体现。
After the Third Plenary Session of the 16th CPC Central Committee and the CPC Central Committee and the CPC Central Committee, some provinces, autonomous regions and municipalities have promulgated policies and plans promptly and implemented the spirit of the plenum in the light of local conditions. As can be seen from the interviews with our correspondents, there are two distinct characteristics of the new policies in various regions. First, economic development is paying more and more attention to market orientation. In each region, when activating the private economy, eliminating institutional obstacles and determining the leading industries, the Ministry took market factors into consideration as much as possible. The second is a comprehensive outlook on development and a people-oriented outlook on development is even more outstanding. Economic progress is a means and social development is the goal, which is getting more and more fully embodied.
