中共十八大明确提出了中国版的居民收入倍增计划:到2020年,转变经济发展方式取得重大进展,在发展平衡、协调性、可持续性明显增强的基础上,实现国内生产总值和城乡居民人均收入比2010年翻一番。这无疑是一个振奋人心的民生发展目标,但如何才能实现科学发展、转变经济发展方式、优化收入分配目标前提下的收入倍增呢?
