《建议》是在我国处于关键发展时期这样一个重大历史背景下制定的。今后五年,既是我国经济社会发展必须紧紧抓住而且可以大有作为的重要战略机遇期,即“黄金发展期”,同时也是一个“矛盾凸显期”。战略思路得当,我们就能顺势而上,向更高的发展阶段迈进；战略思路失当,我们就可能在前进过程中出现大的起伏,延误我们的发展进程并为之付出沉重的代价。
The “Proposals” were formulated under such a historic historical background that our country was in a critical period of development. In the next five years, it will not only be an important strategic opportunity that China’s economic and social development must grasp firmly but also make a great accomplishment, namely, the “golden period of development” and also a period with a “prominent period of contradictions.” With proper strategic thinking, we will be able to take advantage of the situation and move towards a higher stage of development. If the strategic thinking is not properly implemented, we may experience major ups and downs in the course of our progress, delay our development process and pay a heavy price for it.
