一、为什么要增强企业活力中共中央“关于经济体制改革的决定”指出:增强企业的活力,特别是增强全民所有制的大、中型企业的活力,是以城市为重点的整个经济体制改革的中心环节.从武汉市的情况看,现有大、中型工业企业121户,只占全市企业总户数的3.8%,而固定资产和上交利税则分别占78.5%和74.8%.说明增强了这些企业的活力,就能使整个经济活起来,社会主义经济就会生机盎然,社会主义财富就会源源涌现.
