对外经济贸易大学世界贸易组织研究会的前身是对外经济贸易大学关贸总协定研究会,1991年成立时正值“六四”风波后不久,西方国家对我国实行贸易制裁,我国“复关”谈判陷入僵局。在关贸总协定研究会成立大会上,时任关贸总协定总干事的阿瑟·邓克尔发表了热情洋溢的讲话,并表示他将积极努力推动缔约方尽快恢复与中国政府的“入关”谈判。1992年党的十四大明确提出了我国社会主义市场经济建设的总体规划和目标,这无疑推动了“复关”谈判
