当前有许多环境问题急需解决,而且大多数国际机构面临的环境问题之多已超过其处理能力。在这种情况下,国际机构的注意力只能集中于事故的预防上。
Many environmental problems are urgently needed to be resolved and most of the international agencies are already experiencing more environmental problems than they can handle. In this case, the attention of international agencies can only focus on accident prevention.
