离开“一线”当调研员,不知不觉已两年过去了。以前,见过、听过有的老同志退到“二线”后,与“一线”领导的关系处理得不好,讨人嫌,有的同志处理得好,皆大欢喜。怎样做才能不讨人嫌,又能做些工作?我就这个间题讨教了许多老同志。原甘肃省副省长、后任国务院发展研究中心副总干事长、现退居二线的吴俊扬同志(我曾担任过他的秘书)对我说:“不能消极,还是要积极做贡献。怎么做贡献?一是微观上不参与(指机关的具体事情),二是宏观上积极干(发择专长,搞些调查、写些东西、参与些社会活动)。”这些经验之谈,给我指明了方向,给了办法。两
