距离“九七”香港回归的日子越来越近,全中国人民都在期待着这个伟大日子的来临。深圳经济特区作为唯一一个和香港接壤的城市,在香港回归祖国之后将发挥怎样的特殊作用呢?党的十四大确立的社会主义市场经济新体制,经过几年的努力探索和大胆实践,取得了一系列重大突破。明年党的十五大的胜利召开,将从更高层次、更大范围、更广的视野推动着我国改革开放向纵深发展。在这样一个新历史时期,加深对深圳特区特殊作用的认识,澄清在特区问题上的一些模糊认识和错误观念,就非常有必要,这也是形势的要求和历史的必然。为此,本刊记者采访了综合开发研究院(中国·深圳)宏观经济研究中心主任郭万达博士,请他全面阐述新时期深圳特区的特殊作用,以做到方向明,目标清,信心足,把一个繁荣昌盛的中国以及中国的经济特区带入21世纪。
