我国现行的电话资费结构为“初装费”加“月租费”加“通话费”。初装费是一次性费用,月租费和通话费都是按月支付的费用,可以统称为使用费。国际电联有关资费的概念定义是:初装费是“申请基本电话业务的连接费”;月租费是“用户使用公众交换电话网每月需付的固定费”;通话费是“利用用户设备(不是公用电话)在同一交换区内一次3分钟通话费用”。 通信的发展与现代社会经济的发展息息相关,电话资费和一个国家或地区的经济实力有一定的连带关系。总的来说,随着社会发达程度的提高、国民经济收入的上升,基础通信网的建设需要大量的资金投入,而政府又很难有相应的力量承担,初装费的政策正是世界公认的解决通信基础建设中资金困难的有力措施;而随着社会经济的发展,日渐完善的通信网将由以建设为中心转向以运营为中心,当建设资金不再急需时,初装费的作用也就不再明显,便会遵循经济规律自然降低。对于我们发展中国家的现实国情而言,在价格调整中通话费提高是正常现象,因为电话使用费必将逐步独自承担起网络的整个运营成本,目前我国的通话费用远低于庞大的通信网的运行所需,这一事实不该忽略,这一状况必须在发展中逐步改善的。
