一、优化外部环境,着力改善农村通信管理的“硬件”。过去,我们对农村支局外部环境的改善重视不够,投资过少,欠帐太多,与外单位的差距越来越大。因此,改善农村支局所的生产生活条件,创造良好的外部环境,应是加强农村通信管理的当务之急。湖南省邮电管理局提出了在农村支局开展八好建设的要求,几年的实践证明,这一作法的效果是显著的。
First, optimize the external environment, efforts to improve rural communications management “hardware ”. In the past, we paid insufficient attention to the improvement of the external environment of the rural branch offices. We invested too little and owed too much debts. The gap with our overseas counterparts has been growing. Therefore, to improve the production and living conditions of the rural branch offices and to create a good external environment should be the top priorities for strengthening the management of rural communications. Hunan Provincial Post and Telecommunications Administration put forward the requirement of carrying out the construction of “good at nature” in rural branch offices. The practice of several years has proved that the effect of this approach is remarkable.
