开会、发文件和参加内事活动,是领导机关和领导同志开展工作的重要手段和途径,然而会议过多、文件过多、领导同志应酬活动过多的“三多”现象,却是目前各级机关工作中一个突出的问题和普遍存在的现象。要消除“三多”现象,只有从分析“三多”现象形成的原因入手,并采取相应的对策,才能从根本上消除这一现象。“文山会海”早已被称为各级机关工作中的一大“公害”,以往各级机关也曾想“削山填海”,但收效不大,以致文件不断增多,会议有增无减,领导内事活动依旧频繁。造成“三多”现象的根源何在?我们认为,其中不仅有工作方法上的问题,也有思想作风上的问题。
