高新技术是推动我国国民经济发展的重要因素。为加快高新技术产业发展:一是必须为高新技术企业的设立创造宽松发展的环境。要明确高新技术企业的资本形态,放宽无形资产作价出资的金额在注册资本中的比例:降低高新技术企业法定资本的门槛,实行授权资本制;对高新技术企业的设立实行准则主义。二是建立二板市场交易制度。三是积极应对加入WTO后我国高新技术产业面临的新情况;利用技术壁垒、环境壁垒等措施,为高新技术产业发展争取更大的发展空间。
High-tech is an important factor in promoting the development of our national economy. To speed up the development of high-tech industries: First, we must create a relaxed environment for the establishment of high-tech enterprises. It is necessary to clarify the capital form of high-tech enterprises and to relax the proportion of the amount of intangible assets contributed to the registered capital: to lower the threshold for the statutory capital of high-tech enterprises and to implement the authorized capital system; and to implement the standardism for the establishment of high-tech enterprises. Second, establish a second board market trading system. Third, we should actively cope with the new situation our country's high-tech industries are facing after China's entry into the WTO and make greater use of technical barriers and environmental barriers to gain greater space for the development of high-tech industries.
