本文认为,保持动态平衡是控制行政权应遵循的一条重要规律。影响该动态平衡的主要因素包括制度变迁的模式、行政监督制度的初始选择、科学技术发展的水平、市场经济发育的程度、政治体制改革的深度。实现该动态平衡有两条途径:一是调整行政监督制度以适应权力格局;二是优化权力格局以支撑行政监督制度。 This article argues that keeping the dynamic balance is an important law to be followed in the control of the executive power. The main factors affecting the dynamic balance include the mode of institutional change, the initial choice of administrative supervision system, the level of development of science and technology, the degree of market economy development and the depth of political system reform. There are two ways to achieve the dynamic balance: one is to adjust the system of administrative supervision to adapt to the power structure; the other is to optimize the power structure to support the administrative supervision system.
