市管县管理体制已严重阻碍县域经济的发展,改革市管县体制、建立扁平化的省管县体制已成为推动经济发展和行政体制改革的迫切要求和战略选择。我国长期实行的市管县体制其存在有着特定的原因,在实行近二十年之后,它的弊端不断显现出来,产生了许多社会问题。改革市管县体制,试行省管县体制成为一种选择。然而中国的省管县改革是一个长期复杂的过程,不能采取一刀切的方式,要渐进的实行,而且在实行的过程中要完善配套措施。
City management system has seriously hindered the development of county economy, reform of city management system, the establishment of a flat provincial management system has become an urgent requirement and strategic choice to promote economic development and administrative system reform. The long history of the system of city administration in our country has its own specific reasons. After nearly 20 years of implementation, its drawbacks have been constantly revealed and many social problems have arisen. Reform city management county system, pilot province management system becomes an option. However, the reform in China’s provinces and counties is a long-term and complex process. It can not take a one-size-fits-all approach and gradually implement it. In the process of implementation, it is necessary to improve supporting measures.
