组织上在对干部进行评价和考察时,常常用有无“魄力”来衡量这个同志能否胜任工作。能否提拔使用,“魄力”的确是一个身负领导职务的同志必须具备的素质之一。很难想象,一个没有魄力的人,能够成为一个称职的领导者。 但是,我们发现,一些基层单位的负责同志往往曲解了“魄力”的含义,常常把粗暴、武断等与魄力混为一谈,自以为不如此就不足以显示魄力,从而走进“魄力”的误区。例如:在农村粮税费征收等一些难度大、压力大的工作的处理上,有的干部不去宣传群众、教育群众,做细致的思想工作,晓之以理,动之以情,灌输政策,而是“我让你交你就得交,不交不行”,采取“一杆秤,一根绳,一副箩筐一帮人”等简单粗暴的做法;有的在涉及重大问题的决策时,不做认真的调查
