科学发展观是马克思列宁主义、毛泽东思想、邓小平理论和“三个代表”重要思想的继承发展。落实科学发展观,必须改进作风,不断提高经营水平和能力。科学发展观“以人为本”的理念,体现了广大人民群众的根本利益,符合老百姓的愿望和呼声,这为学习实践科学发展观活动赢得广泛的群众基础。贯彻落实科学发展观要求必须树立正确的人才观,而正确的人才观的树立和巩固,最终还要靠考评制度和正确的用人制度来保障。
