石油是工业社会应用最广泛的一种基础原料产品,素有“工业血液”之称,如果油价市场打个喷嚏,几乎全球所有产业、企业都会跟着晃动,大到国民经济,小到百姓生活,无一不受影响。因此,说石油价格系关国民经济运行并非耸人听闻。由于我国对石油的需求部分依赖进口,近两年,随着国际石油市场价格屡屡攀升,国家也连续多次调高成品油价格。去年初,国际石油原油每桶为10美元左右,而近期却高达30美元。眼看石油价格一路飚升,就连国际石油组织欧佩克也深感无奈。石油价格系关老百姓的日常生活,油价上涨,到底由谁操纵?我国是否面临石油安全问题?日前,本刊记者采访了国家石油和化学工业局规划发展司副司长陈永武先生。
