2004年6月1日,劳动保障部颁发《关于农民工参加工伤保险有关问题的通知》(以下简称通知),明确规定凡是与用人单位建立劳动关系的农民工,用人单位必须及时为他们办理参加工伤保险的手续。该通知同时从农民工的实际情况出发,对其参加和享受工伤保险作了一些特别规定。
On June 1, 2004, the Ministry of Labor and Social Security issued the Notice on Migrant Workers’ Participation in Work-related Injury Insurance (hereinafter referred to as the Circular), which clearly stipulated that the employing units must attend to them in a timely manner for migrant workers who have established labor relations with the employing units Work injury insurance procedures. The notice also set out from the actual conditions of migrant workers, to participate in and enjoy the work-related injury insurance made some special provisions.
