城镇总体规划和土地利用总体规划在结构体系、成熟程度、用地分类和审批权限等方面存在很大差异，但两个规划关联度高，必须有效衔接。必须从整体的、全局的观点来正确认识发展与保护的辩证关系，实现区域的可持续发展。结合湖州市辖区43个乡镇两个规划衔接工作的实践，探讨“二图合一”的必要性、可能性及其基本前提、结合层面、规划与协调的重点等问题。
The overall planning of the town and the overall land use planning are very different in terms of structure system, maturity level, land use classification, and approval authority. However, the two plans are highly related and must be effectively connected. It is necessary to correctly understand the dialectical relationship between development and protection from a holistic and global perspective in order to achieve sustainable regional development. In combination with the practice of two planning convergences in 43 townships and townships in Huzhou City, this paper explores the issues of the necessity, possibility, basic premise, integration level, and the focus of planning and coordination.
