党的十一届三中全会以来,中央十分重视国有企业的改革与发展,坚持解放思想、实事求是,提出了一系列国有企业改革和发展的正确指导思想和方针政策。党的十四大以邓小平同志建设有中国特色社会主义理论和党的基本路线为指导,提出我国经济体制改革的目标是建立社会主义市场经济体制,党的十四届三中、五中全会在总地经验的基础上,进一步明确了国有企业改革的各项基本方针。实践表明,中央确立的这些方针是完全正确的。江泽民同志在今年5月4日所作的“坚定信心,加强领导、狠抓落实,加快国有企业改革和发展步伐”的讲话中指出。国有企业改革的基本方针是:1、以公有制为主体的现代企业制度是社会主义市场经济体制的基础,国有企业特别是大中型企业是国民经济的支柱,国有企业改革是经济体制改革的中心环节。
Since the Third Plenary Session of the Eleventh Central Committee of the Party, the Central Government has attached great importance to the reform and development of state-owned enterprises, persisted in emancipating the mind and seeking truth from facts, and put forward a series of correct guiding ideology and policies for the reform and development of state-owned enterprises. The 14th National Party Congress took Comrade Deng Xiaoping’s guidance as the guideline for building socialism with Chinese characteristics and the Party’s basic line. He proposed that the goal of China’s economic restructuring should be to establish a socialist market economic system. The Third Plenary Session of the 14th Party Central Committee and the Fifth Plenary Session Based on the general experience, the basic principles for the reform of state-owned enterprises have been further clarified. Practice shows that these guidelines established by the central government are completely correct. Comrade Jiang Zemin pointed out in his speech on May 4th this year, “Strengthening the Confidence, Strengthening Leadership, Grasping Implementation, and Accelerating the Reform and Development of State-owned Enterprises.” The basic principles for the reform of state-owned enterprises are: 1. The modern enterprise system with public ownership as the main body is the foundation of the socialist market economic system. State-owned enterprises, especially large and medium-sized enterprises, are pillars of the national economy. State-owned enterprise reform is the central link of economic system reform. .
