在控制事故的措施中,HSE技术对策是最佳选择,因为它不受人的行为的影响,并有着极高的可行性和安全性,而HSE教育对策与人沟通的方式也极易为大多数人所接受,但遗憾的是,由于技术水平、经济条件等因素的制约,HSE技术对策在大多数情况下不能保证系统的安全性达到所能接受的状态,而管理者又不能仅仅依靠HSE教育的方法保证所有人都能自觉的遵守各项安全规章制度,同时具备较高的安全意识,因而HSE管理对策成了必不可少的一种控制的行为,进而控制事故的重要手段。
