国务院办公厅《关于全面推开县级公立医院综合改革的实施意见》国办发[2015]33号明确指出,2015年底前,医保支付方式改革要覆盖县域内所有公立医院,覆盖30%以上的县级公立医院出院病例数。到2017年,全面实行以按病种付费为主,按人头付费、按床日付费等复合型付费方式。县级公立医院作为医改的主体,必须尽快适应改革要求,吃透改革精神,加强支付方式改革的利弊分析,进一步理顺体制机制,强化内部管理,确保医院持续健康发展。
General Office of the State Council, “Opinions on the Implementation of Comprehensive Reform of County-level Public Hospitals” Guobinfa [2015] No. 33 clearly states that before the end of 2015, the reform of medical insurance shall cover all public hospitals in the county and cover more than 30% County-level public hospital discharge cases. By 2017, the full implementation of the pay according to the disease-based, pay per head, pay per bed and other composite payment methods. As the main body of medical reform, county-level public hospitals must adapt to the reform requirements as soon as possible, thoroughly understand the reform spirit, strengthen the analysis of the advantages and disadvantages of the reform of payment methods, further straighten out the system and mechanism and strengthen the internal management so as to ensure the sustained and healthy development of the hospital.
