党的十四大明确提出我国经济体制改革的目标是建立社会主义市场经济,这个市场经济就是使市场在社会主义国家宏观调控下对资源配置起基础性作用的现代市场经济。现代市场经济不仅不排斥政府干预和计划指导,而且必须借助和依靠它们来弥补市场自身的缺陷,尤其对于我们这样发展中的社会主义国家,政府调控和国家计划更是建立和完善市场经济体系所必需的条件。这是我们在从计划经济转向市场经济过程中须臾不能忘记的。
