在国民经济全面好转的情况下,财政工作如何适应形势的需要,进一步促进生产,是当前财政工作人员十分关心的一个问题。但是据了解,有些同志对这个问题在认识上和作法上,还有一些不同看法。有的单位对这个问题会组织干部进行过讨论,有的单位对这方面的经验进行了总结。现在我们根据一些读者的要求,打算在刊物上开展“财政部门怎样促进生产”问题的讨论,并借此交流工作经验。这次本刊组织的讨论,包括这样一些问题:财政部门为什么要通过本身业务活动去促进生产,促进生产同搞好财政工作以及同加强财政监督有没有矛盾,促进生产同贯彻政策、执行制度是不是有矛盾,等等。我们希望通过对这些问题的讨论,进一步加强全体财政工作人员的生产观点,把生产观点正确地全面地贯彻到工作中去,进一步提高财政工作的水平。我们希望各级财政部门的同志们,踊跃写稿参加讨论,同时,也欢迎各生产部门的同志写稿发表意见。
