当前是双语教育发展的最好时期,在国家和地方政府的教育发展规划中,双语教育的地位、目标和经费保障都有清晰的表述,我国已建立起少数民族双语教育的政策法规体系。但是,在双语教育实践中,仍然存在着很多实际中的问题,双语教育的落实过程中会受到民族地区经济、教育基础差、教材和升学压力等因素的影响,本文以怒江州贡山县丙中洛乡双语教育落实情况为例提出了具有针对性的几点建议。一、云南民族教育中的双语教育
