基于以人为本的发展理念,安全成为珠三角未来发展的重要维度。首先,对安全的概念进行了再界定,认为安全的内涵应该更丰富,表征行为人基本需求的一种满足状态;其次,安全命题意义重大,与人地关系、科学发展观息息相关;再次,社会经济发展的复杂性和转型特征是安全的重要语境,同时,安全有强烈的珠三角地方性指向;最后,阐述了安全珠三角的表征形态及特点:生命安全、就业安全、住房安全、产业安全、形象安全、能源安全、环境安全、空间安全、社保安全和全民安全。
