(一)华东第二次农林工作会议所通过的一九五一年农业生产计划纲要,已经本委员会批准公布。纲要规定一九五一年华东区农业生产的方针是:巩固一九五○年的丰收水平,力争增产粮食,扩大植棉;保护与繁殖耕畜;普遍护林,重点造林;广泛号召群众植树;恢复与发展蚕丝、麻,烤烟、茶叶(多制红茶、少制绿茶。)等工业原料及特产作物、协助有销路的农村副业生产。其中增产粮棉的具体任务是:全面粮食生产要求巩固一九五○年的丰收水平,力争一九五○年的丰收地区,应保持丰收水平,力求增产;平收地区,争取增产一成;灾荒地区,力求防除灾害,恢复灾前产量。各级人民政府必须根据该纲要及本指示,按照当地具体情况,作出计划,贯澈执行。(二)根据华东农村经济情况及一九五○年经验,恢复与发展农业生产的基本道路是:贯澈生产政策,全力发动与组织群众,兴修农田水利,大力防除病虫灾害,增施肥料,选换优良品种,提高耕作技术水平。而在具体的执行上,必须注意下列各项工作:
